The second important factor is inclusion, which refers to a comprehensive standard that applies to everyone in a certain education system. It promoted egalitarianism with some success, though at a poor level of nominal equality, and China's inequality of education remains a major challenge despite its overall improvement of education service. Deputies to the National People's Congress, China's top legislature, must assume responsibility in safeguarding the nation's education, and they must be held accountable. Our leaders must become more aware and act professionally within the present political system. It is fundamental for the health of the next generation.
